The image shows a pyramid that represents all users of ICT products and services. The wide base represents the majority of users, who have good human abilities; the top represent the users with the poorest human abilities, who are a small minority. Three horizontal lines divide the pyramid into four section. The big section at the bottom represents represents users who can access all services and devices directly. Above this is a somewhat smaller section representing those who can access services and devices only with some form of adaptation. Above this is a much smaller section containing those who need assistive technology. The small section at the top of the pyramid represents those who can only access ICT products and services with the help of others.

This image repeats the previous image, but with one important change: because of the influence of inclusive design, the line between those who can use all ICT products and services directly and those who need adaptation is pushed upward. As a result, the section representing users who need adaptation is reduced by more than 60 %.
